Lawyer (1988), Licenciado de Ciencias Jurídicas y Sociales (JD. equivalent), Universidad de Chile (unanimous distinction). Mr. Mendoza served as Contralor General de la República (General Comptroller of the Republic) between 2007 and 2015.

Mr. Mendoza practiced law with Mendoza, Reyes, Aróstica & Zavala, Abogados Ltda. and Philippi, Yrarrázaval, Pulido & Brunner Abogados Ltda. –now, Philippi, Pietrocarrizosa, Ferrero DU & Uría-. Mr. Mendoza was also the Decano de la Facultad de Derecho de la Universidad Adolfo Ibáñez (Dean of the Law School at Universidad Adolfo Ibañez).

He has taught administrative law at Universidad de Chile, Pontificia Universidad Católica de Chile, Universidad Católica del Norte, Universidad Central, Universidad Gabriela Mistral, Universidad Finnis Terrae and Universidad de los Andes. He has taught post-graduate courses in Chile at Universidad de Concepción, Universidad Diego Portales, Universidad del Desarrollo, Pontificia Universidad Católica de Valparaíso and Pontificia Universidad Católica de Chile. He has lectured internationally at Universidad Mayor de San Simón (Cochabamba) and UPSA (Santa Cruz) both in Bolivia, Universidad Austral de Buenos Aires, Argentina- and Universidad Panamericana in Mexico.

Mr. Mendoza is a member of the Advisory Board of the Centro de Estudios Públicos (local public policy think tank), Board member of the local chapter of Transparencia Internacional, Advisory Board member of the legal section of ICARE (local business organization), member at the Comité Académico del Magister of the Universidad del Desarrollo de Concepción, member of the Asociación Española e Iberoamericana de Profesores e Investigadores de Derecho Administrativo (founded under the sponsorship of Universidad Pontificia de Comillas (Madrid).

In 2016, he was the recipient of the Condecoración de Las Américas (Award of the Americas) awarded by the Organización Latinoamericana y del Caribe de Entidades Fiscalizadoras Superiores (OLACEFS) (Association of Latin American and Caribbean Comptroller Agencies). In 2014, he was voted as best lawyer in public service awarded by Leading Lawyers. Finally, in 2016 he was voted as best lawyer in administrative law awarded by Leading Lawyers. Band 1, Chambers, Public Law 2023. Mr. Mendoza serves as President of the Colegio de Abogados de Chile (Chilean Bar Association A.G.).

In June 2018 he was appointed by President Piñera as President of the Consejo Asesor para la Modernización del Estado (Advisory Council for the Modernization of the State). He has also continued as a member of said Advisory Council on this matter. In July 2023 he was appointed by President Boric as a Member of the Ministerial Commission for the Regulation of Relations between Private Non-Profit Institutions (IPSFL) and the State.

Arbitrator at the Centro de Arbitraje y Mediación de la Cámara de Comercio de Santiago (Mediation and Arbitration Center of Santiago´s Chamber of Commerce). Appointed arbitrator Judge for the Court of Appeals of Santiago, biennium 2023-2024.
